Libby Construction, a Close Corporation was founded in June 1998, by the current shareholders.
Keith Whitman developed his knowledge and skills in the industry during his 20 years service to Telkom. He was identified by Telkom as an Affirmative Action Candidate.
In view of the dynamic leadership and exceptional performances, Libby Construction received recognition from Telkom SA and was awarded a contract as a Main Telkom Contractor in the Western Cape.
2013 Telkom SA Award: Libby Construction have been awarded a (3) year contract as a Master Contractor for Telkom S.A covering the geographical area of the Western Cape. The scope of work includes their outside plant up to the installation and recovery of various commodities eg. Upgrading and servicing Communication Plants and Construction, which includes Civils (ALC & UG), Copper Cable jointing; Adsl installations; Optic fibre-splicing; Masonry; Reinstatements-tarring; Payphones; Installation/recovery of PABX Systems and Cablejet – Optic Fibre Floating; Directional Drilling, Planning, ALC’s_Plinths; DSLAMS; MSANS
In 2010 we expanded and increased our client base – Bilionetworks & Hezeki.
Shortly followed by joining Clearline &Technoline. Recently we joined MCT as a
contractor by attending to their projects relating, i.e DIT testing; DFA
infrastructure; Optic Floating; Splicing; Directional Drilling & Site Builts. Staff certificates available iro Floating of Fibre Optic Cables & CFO technicians.
We have been appointed by Plessey Pty. (Ltd.), main Contractor for DFA, as a service provider in March 2009. Our works comprises of trenching; laying of Neotel, Vodacom, MTN and Council ducts; directional drilling, floating of optic, splicing and all reinstatements ie. Asphalt; concrete, paving etc.
In Addition, we were awarded by Tugeka Investments an electrical Project, i.e MV & LV Reticulation 11KV – Phillippi R300.
Projects completed for Enhance Data Cabling CC, contractor for Neotel–hauling of various sub-ducts; Manholes, Reinstatements & Floating.
￼￼￼￼￼￼￼￼￼￼￼￼￼￼￼Moreover, we are currently attending to electrical & thrustboring projects awarded to us by the City of Cape Town.
In 2008, the Company additionally sub-contracted for the Municipality via a Main Contractor, Lightbe, and in conjunction attended to the Street Light Maintenance and sole Tarring of the full project, value for project amounting to R1.4 million.
Furthermore, in September 2008, Libby Construction, as a main contractor, was awarded a project by Telkom SA: Upgrade class rooms & storage area at Northlink College.
TELKOM CONTRACT 2003-2013
In 2003 Libby Construction formed part of a Consortium, Makspro Sewe Pty Ltd.
Keith Whitman designated as CEO of the consortium.
Within the consortium, Libby Construction executes all Optic Jointing/Splicing & civil projects allocated. The Company staff are Certified Fibre Optic Splicing Jointers, with International Diplomas and assistants.
- Libby Construction was also registered as a Black Economic Empowerment Company with 100% HDI status and 50% women equity. The Company has been nominated on two occasions, 2002 & 2003 as one of South Africans leading BEE Telecommunications Company (“Impumelelo – South Africa’s Top 300 Empowerment Company”).
- It has been certified that Libby Construction has a current overall Broad-Based BEE Status of Level Two Contributor. (refer to attachment)

- Occupational Health and Safety Act 85 of 1993 – (general audit completed)

Nature of our business1
The nature of the business is primarily upgrading and servicing Communication Plants and Construction, which includes Civils (ALC & UG), Copper Cable jointing; Adsl installations; Optic fibre-splicing; Masonry; Reinstatements-tarring; Payphones; Installation/recovery of PABX Systems and Cablejet – Optic Fibre Floating; Directional Drilling. City of Cape Town – provision of electrical & civils works for public lighting installations – street lights.
Our infrastructure is developed to expand into wider civil engineering and upgrading of various Telecom plant networks.
Marketing is focused in the area of expansion via a DFA Contractor, Plessey – Build Fibre Infrastructure for DFA (Dark Fibre Africa) - Conducting Vodacom civil works iro new infrastructure telecommunications routes.2
